But here's what I think:
.The notion is essentially one person one vote and all persons can vote. And citizen participation.
. The 'supposed practical implementation' is proportional representation funneled through a two party system.
. The 'actual practice' is desultory, reluctant and uninformed election of persons who do not represent their constituents and who must toe the party line in any case.
The interesting thing I've been trying to point to is not what it was nor what it is but what it can be.

So right there is where we fix it. He never 'gets loose'. He is constantly besieged by his constituents. He sees it on his smartphone app. Their interests, the numbers of them thinking this way or that, their demands, forwarded to him daily, by the hour, by apps that people are actually using.
So he goes to the party and he has something to say this time. For the first time ever He says his constituents are demanding this or that. That he vote this way or that. That he stands up and says this or that.
And the party says shut up and sit down, as usual. So now for the first time he's caught between a rock and a hard place. If he doesn't do what the party says they will sack him: 'vote him out'.
But now for the first time ever he can be sure that the constituency will vote him out if he doesn't do what they say ! For they are no longer dumbly, meekly, voting party lines but are voting for THEIR rep, to represent them and they could even want to continue to vote party lines but come what may they are NOT going to vote this person back in if he does not do what they want.
Which is clear and unambiguous. Represented by simply smartphone apps that are showing it. Thousands of people every day pressing a button to support this or that and all these button presses aggregated and shown on a bar chart so's everyone in the whole wide world can clearly see what is wanted, demanded.
So between this rock and this hard place what's he going to do? He has one way out and it is not with listening to the party discipline. If he chooses to do what the people want then come next election he can stand as an independent and they will vote him in.
